The Coconut Grove Playhouse Trojan Horse; Part II

Part I of The Coconut Grove Trojan Horse presented a capsule history of the Coconut Grove Playhouse, the surrounding area, and how a good neighbour’s complaint to City Hall led to this long investigative article. 

After researching the parking issues around the Playhouse for the last year and seeing how the residents were being abused by these valet companies, especially following a night of havoc they created on Charles Avenue in December, this reporter emailed [allegedly] corrupt Miami Commissioner Marc D. Sarnoff a series of questions which have yet to be answered:

For
the past year I have been quietly researching the parking lots
surrounding the Coconut Grove Playhouse. This week I was forwarded an
email chain in which your name appears. This seems like a good time to
write up the result of some of that research. My forthcoming article
concerns more than the illegal parking last Friday night on the empty
residential lot on the north side of the Historic Roadway of Charles
Avenue.

Since this is not the first time this lot has been used
for overflow valet parking — just the latest and most egregious — the
denials by Daniel Radrizzani ring hollow. I have witnessed this
residential lot being used on many Friday and Saturday nights and have
taken pictures of it. The neighbours will confirm that this has been an
ongoing problem. And, Coconut Grove Village Council Chair Javier
Gonzales will no doubt remember the several nights I interrupted his
evenings to tell him he should rush on over there to see it for himself.

Consequently,
I have a series of questions about *ALL* the parking surrounding the
Coconut Grove Playhouse, of which this residential lot is only one piece
of the entire puzzle.

1). Why did Charles Avenue resident
Cynthia Hernandez have to insist that the police do something after they
first tried to tell her that there was nothing they could do since the
property owner hadn’t made a complaint?

[To their credit, but
only after additional phone calls, the police finally ordered the
residential lot to be emptied of cars; a process, I am told, that took
45 minutes and created the 2nd traffic jam of the night on Charles
Avenue. The first was filling the empty lot with some 40-50 cars in the
first place.]

2). When neighbours complained previously that the
45 valet parking spots rented from the MPA would bring additional
traffic, they were assured there would be no additional traffic on
Charles Avenue as a result. This is clearly false. Why has this been
allowed to continue for the past year despite occasional complaints by
the neighbours?

3). If there was to be no additional traffic on
Charles Avenue then why did the MPA, when it resurfaced the Main Street
parking lot, paint a giant arrow on the ground immediately BEHIND the
Playhouse directing cars to exit onto Charles Avenue?

4). Some of
these 45 spots rented from the MPA are now being used several days a
week as a drive-in movie theater. How is this being done? Is there a
sub-lease? A contract? A gentleman’s agreement? Is the MPA involved?

5).
What permits were needed to run a drive-in theater in that parking lot?
What are the insurance requirements and who is paying for it?

6).
When these 45 spaces are full of cars and/or drive-in movie patrons,
where does the overflow parking go now that the gate on the residential
lot has been locked again? [It’s been locked and unlocked as needed for
overflow parking until now.]

7). At the far west end of the MPA
parking lot on Main Highway there is a chain-link fence with a
double-gate that feeds onto William Avenue. Why is this gate locked most
daylight hours, but quietly unlocked and left wide open on busy nights
in Coconut Grove, when the Playhouse parking lot is full?

8). What will the City of Miami do about monitoring these valet parking infractions going forward?

9).
What will the City of Miami do to reduce all the added traffic these
parking lots have caused on Charles and William Avenues?

10).
Considering Gino Falsetto is one of the owners of Aries; and considering
he also has financial interests in the empty residential lot being used
for the last year as overflow parking to the 45 spaces rented from the
MPA; and considering he is also part owner of Paradise Parking; and
considering it’s his 3 restaurants that use the valet parking; and
considering that his brother Andrew Falsetto is a part of South Park,
the company that took the fall for Friday night’s parking fiasco; isn’t
all this circular finger-pointing just a little too convenient for
everyone to duck responsibility by blaming this ongoing situation as a
one-time event?

11). And, most important of all: Considering all I
have uncovered and written about Gino Falsetto’s shenanigans — his
Demolition by Neglect of the 120-year old E.W.F. Stirrup House; the
destruction of the old trees on that property without the proper plans
and permits; the interior demolition of the E.W.F. Stirrup House without
permit or historic plan on file; the destruction of the wall that
separated La Bottega from the current construction zone of the E.W.F.
Stirrup lot without the proper permits; the removing the roof of the
Bicycle Shop without a demolition permit; his alleged squatting on the
Playhouse parking lot for several years; etc., so forth, and so on —
isn’t it time that Falsetto, and the series of companies he hides
behind, are held responsible for the downgrading of the quality of life
of your West Grove constituents who live around his fiefdom?

I will publish when I think my story is ready and would like to include your response. A prompt response ensures that.

My questions to [allegedly] corrupt Miami Commissioner Marc D. Sarnoff
were punted to the Miami Parking Authority, which has still yet to answer.

those on the surrounding blocks.

In the meantime, I emailed back [allegedly] corrupt Miami Commissioner Marc D. Sarnoff to
re-ask questions 1, 2, 8, 9, 10, and 11, since those questions could ONLY
be addressed by an elected representative on behalf of his
constituents. The response from Sarnoff’s office, paraphrasing, “As we
told you before, the neighbour is satisfied her complaint was resolved
within 2 business days. We’re done here.”

While I didn’t get a response from people paid by the City of Miami to answer questions, I did get a response from Regions Bank [B],
which is treating this issue seriously.

The Regions Bank parking lot is
another small piece to the parking puzzle. On many occasions I watched the valets zip cars in and out of the bank parking lot after hours. After asking a few discrete questions I was told the local Regions manager had an informal
agreement with the valet parking company to use the bank’s parking lot
at night. Consequently, I contacted Regions’ HQ and asked several questions about its
Coconut Grove branch:

1).
Is Regions Bank aware of any arrangement between the manager of your
Coconut Grove branch and the manager of the 3 restaurants next door
(Calamari, La Bottega, The Taurus) to use the bank parking lot for the
restaurant’s valet parking during the bank’s off hours?

2). Is there an [sic] written agreement on this arrangement or is it just an understanding?

3).
The valets get $6 per car. I have counted more than a dozen cars at any
given time in this parking lot, with cars constantly being brought in
and out as I watched. These valet fees represent several hundred dollars
on the busy Friday and Saturday nights that I have witessed [sic]
myself. Is any of this money shared with Regions Bank? With the Coconut
Grove Regions Bank manager?

4). Has liability insurance has been
arranged for the shunting of cars in and out of this parking lot? If so,
who is the provider and who pays for the insurance? If not, who would
be responsible were there to be a fatality as cars zip in and out on
this residential street?

5). Why is your parking lot being used
to secure profits for a valet company, and customers for 3 restaurants,
who would otherwise eat elsewhere were it not for the valet parking?

Please
respond as soon as is convenient because I plan to post my story when
it’s finished and would like to give Regions Bank the opportunity to
respond.

Once I started asking questions about this arrangement, it was formalized:

You can attribute the following to me:

We do have a license agreement between Regions and the valet parking company.

We do not receive any financial compensation.

What
Regions and our customers do receive is that the parking company helps
manage the lot after hours.  Before this agreement, there was an issue
with cars parking in the lot after hours and blocking access to the
night drop and ATM.  This kept customers from being able to access their
funds – or make deposits in their accounts – in an efficient manner. 
The agreement was developed to help remedy that issue and to help people
in the community access the ATM and night drop as needed.

You would need to consult with the valet company regarding insurance arrangements covering their activities on the lot.

… While Regions Bank has seen fit to reply to me, neither [allegedly] corrupt Miami Commissioner Marc. D. Sarnoff, nor the Miami Parking
Authority have answered any of my questions. Which brings us to this:

The Parking Problem at Charles Avenue and Main Highway

Why Is The Playhouse a Trojan Horse for a Huge Parking Garage?

If you want to see some hard-working men and women, wander on over to Main Highway and Charles Avenue and watch the valets at work.

Diners pull up in their cars
in front of The Monstrosity [A] because they are going to one of the 4
restaurants on the property: The Taurus; Calamari; La Bottega; and the
member’s only, private wine club, La Cava. These restaurants were forced
to offer valet parking because they were struggling from a lack of
customers. Blame it on the Broken Window Syndrome; people were loathe to walk
past the boarded-up Coconut Grove Playhouse to get to Falsetto’s
restaurants. In fact, you will rarely see pedestrians walk any further
south on Main Highway than The Greenstreet Cafe, Falsetto’s biggest competitor just up the block. Everything south of that is a virtual No Pedestrian Zone.

When cars pull up the valets collect $6.00, give it a parking tag, and zip them on over to parking lots [B], [E], or [F]
as quickly as possible. Then they run back for the next diner or to
retrieve a car for a satiated diner. At the end of a hot night the valets are drenched in sweat. I have absolutely nothing against these
people and actually admire their work ethic. [In fact, some of them have
become quite friendly and provide me with background information even though
they know I am working against their boss’ interests.] However, there is no denying these valet companies are destroying the quality of life for the residents on Charles,
William and Thomas Avenues.

Recently I was SHOCKED to learn something I
hadn’t discovered in the 6 years I have been researching West Grove: The Monstrosity
has 2 underground levels, one a parking level and
the other the private, members only faux wine cave known as La Cava.

I
can hear a gigantic “So what?” to that news, except this is Florida.
Dig a small hole in the ground with a spoon and it fills up with water. That’s why basements are not built here, as dry basements are hugely expensive in South Florida.

When The Monstrosity was built there were obviously concerns about residential parking, as is standard for any project. To that end the building was designed with an underground
parking lot for the residents in the condos above. Not having to share any above-ground space for parking allowed Aries to build a structure with more residential and restaurant space for the footprint and height for which it was zoned. However, it’s clear that the City
of Miami, or anyone else, did not anticipate sufficient parking for the building’s multi-use — the restaurants — which
is why the valets are forced to use every available parking space in the area.

Last
year, when Miami-Dade County Cultural Czar Michael Spring cut the deal that gave Aries Development the
Bicycle Shop [J], another part of that deal was that the valet companies
could rent 45 parking spaces [E & F] at $6.00 p/day p/space from the Miami Parking Authority.

There’s one last player to be introduced into this story and that’s the Blue Star-Lite Drive-In, which uses parking lot [F] several nights a week to project movies onto a screen attached to the back wall of the Coconut Grove Playhouse.

When
I first heard about this new use of the parking lot, I thought it was a
great idea to help revitalize the neighbourhood, not only bringing movies back to that corner, but creating a fun event for the neighbourhood. However, I have since
changed my mind for the following reasons:

1). To begin
with, this is an expensive night out. Just like the rest of Coconut
Grove, to be honest. A normal night out at the megaplex is barely
more
expensive than the Blue Star-Lite Drive-In and you don’t have to bring
your own lawn chairs or cars or bug spray. This is not priced for the
families that live in the areas marked [M].

I’ll take a Sliders Basket and a Hot Dog Basket, please.

2). My next thought, because I know how these things work, was, “How does Gino Falsetto make money off this deal?”

Falsetto’s
valet parking company rents these spaces from the MPA. Is the Blue
Star-Lite Drive-In paying any rent to Paradise Parking or the MPA? I
still don’t have the answer to that question from the MPA, but I didn’t
have to search very far to see at least one way that Falsetto is making
money off the drive-in. He’s selling overly expensive hot dogs and
hamburgers to the people who have enough disposable income to pay these
crazy rates for a movie in a parking lot.

3). Josh Frank, owner of the Blue Star-Lite, has
turned his portion of the parking lot [F] into a junk yard, complete with
rust imported from other locations. Admittedly, all this junk gives
the drive-in a funky, street- level feel, despite its sky-high prices. However, if any of the homeowners along Charles, William, or Thomas
Avenues [M again] loaded up their property with this junk, they’d
be cited by the city for creating a hazard and/or an unsightly mess.
The Blue Star-Lite Drive-In is allowed to load up this property with
everything from camper trailers to porta-potties. The only thing missing
is the junk yard dog.

4). The first time I met Josh Frank I gave him my
card and he was friendly, quite open, and willing to talk. The second time I tried
to talk to Frank he was not only rude, but told me where I could line my
car up to pay an admission to see a movie. I declined the offer.
However, I couldn’t help but wonder whether he had seen any of my posts
on Falsetto posted here in the interim.

I have now
spent many hours over the past year just observing these various parking
lots and the traffic patterns along these streets. As well, I have interviewed valets, security guards, and neighbours at properties
surrounding the Coconut Grove Playhouse. Consequently, I now have answers to some of my questions. 

The answer to
Question #7 above is this: This gate is opened to traffic on Friday and
Saturday nights so the valets working the restaurants on Commodore
Plaza [N] — which I never knew about until this all blew up — can zip in and out the back way [H and pics above and below] without having to drive out onto
Main Highway. Therefore, the valets are entirely responsible for the
added traffic onto William and Thomas Avenues because they are the only reason
that gate is left opened on busy Friday and Saturday nights.

IRONY ALERT: It
was actually the valets on Commodore Plaza [N] and not The Monstrosity
[A] that caused the mess on Charles Avenue which led to the neighbour
outrage. [Which is a distinction without a difference because all these
valet companies are owned by Falsetto and/or companies owned, in part,
by Falsetto.]

On December 12th there was a big event at the Cruz Building — the fake New
Orleans structure on Commodore Plaza [N] rumoured to have been built with cocaine money — and
the valets needed a place to park all those cars. Gino Falsetto
graciously lent the 2 residential lots across the street from the E.W.F.
Stirrup House that had been used for overflow parking for the last
year. They had been getting away with it for so long, but they finally overplayed their hand by trying to park that many cars at once.

And so
finally we come to how all of this leads the Not Now Silly Newsroom to
conclude that the Playhouse rehab is really the cultural Trojan horse to
build a huge, misshapen glass and steel parking structure — the kind Arquitectonica is best known for — with a 300-seat
auditorium attached.

A secret source tells me I can discount the rumour that there will be retail on the premises because it’s all State of Florida land, despite Miami-Dade County running all the backroom deals, and the charter prevents retail. However, that’s assuming a gift shop doesn’t count and the rules don’t change.

To begin with all of the valet
parking machinations have proven 2 things: 1). Parking is the only thing
generating money at Charles and Main Highway; 2). There’s a growing
need for parking surrounding the Playhouse. [I don’t want to get too
deeply in the weeds, but there’s also a plan for nearby Ransom School to use
these parking lots for overflow.]

Second, it always
struck me as odd that the MPA was on the committee making decisions
about the future of the Playhouse. It had a place at the table by virtue
of [G], the parking lot it wrestled away from the squatting Paradise Parking.

I
was recently able to get my hands on the Notice to Professional
Consultants, the document that lays out the criteria to which anyone bidding on
the project should adhere [emphasis added]:

Providing
a master plan which may include both immediate and future development
based on the existing property’s historic designation, programming goals
for the facility, and the available funding. The components envisioned
for the site include a state of the art theater (target capacity:
300-600 seats), including all required front-of-house and back-of-house
spaces necessary for the successful operation of the theater, parking, and future compatible development that may address the need for additional parking, a second theater (target capacity 600-900 seats) and complementary site amenities such as retail, restaurants, etc.;

No
sooner had I acquired that document than Cultural Czar Michael Spring
announced that Arquitectonica won the bid. In an email to Javier
Gonzales, Chair of of the Coconut Grove Village Council, Spring put the
best shine on all the backroom machinations. One paragraph stuck out
[emphasis added]:

The
5-person CSC appointed by the Mayor to evaluate the teams included: the
Executive Director of the Black Archives (who has overseen the
renovation and expansion of the historic Lyric Theater in Overtown and
who currently serves as a member of the City of Miami’s Historic and
Environmental Preservation Board, and was its chair from 2007 to 2009); a
representative from FIU, the co-lessee of the Playhouse property (a
senior university executive who has expertise in finance and served on
the committee that negotiated the eventual contract with
Arquitectonica); the CEO of the City of Miami’s Parking Authority
(who will be involved in assessing the potential for a parking garage on
the site
and who has extensive experience managing and improving
Gusman Center for the Performing Arts); the capital projects manager
from my department who will be the lead in managing the architectural
process (who has a background in architecture and extensive experience
in building and renovating theaters); and myself.

When I talk about backroom decisions, I am not talking about the selection process that just ended. I am talking about all the backroom decisions that were made before the process was set out for tender. Even
before any designs were considered Michael Spring downsized the
size of the theater from 1100 to 300, and added a possible second theater. The presence of the MPA assures there will be a giant parking structure on the property and the choosing of Arquitectonica,increases the likelihood that it will be some gigantic glass and steel structure that will look totally out of place viewed from the quiet residential neighbourhood marked [M] on the map.

And, I am willing to place a bet that when this new monstrosity is being argued in front of whatever baords are going to vet it, they will point to Gino Falsetto’s Monstrosity as the thing that opened the door to this kind of over-development at Main Highway and Charles Avenue and, OH, BY THE WAY, we just gotta solve the parking problem around the Coconut Grove Playhouse if it is ever to be taken seriously as a tourist destination for the kind of folks who have the kind of money it takes to live in Coconut Grove.

And that, dear readers, is why I believe the Coconut Grove Playhouse renovation is a Trojan horse for a big, huge, honking garage. I would love to be proven wrong.

Events have been moving quickly this week. Just as I was finishing a blog post writing up a full year’s worth of research on the parking lots
surrounding the Coconut Grove Playhouse, Miami-Dade County selected Arquitectonica to restore/ renovate/raze the structure (depending on who you ask). That forced a drastic rewrite to what follows.

Get comfortable, kiddies, because this is a long one. It needs to be long so I can develop the thesis in the headline: “Why is the reno of the Coconut Grove Playhouse really a Trojan horse for a gigantic glass and steel parking garage with a small theater attached?” It’s a sprawling Michener-like story — so long I’ve had to chop it up into 2 parts — covering almost a century and a cast of characters that number in the tens. Like Michener, lets take a quick look at who you will be meeting:  

  1. First and foremost, E.W.F. Stirrup, one of Florida’s
    first Black millionaires, who had more to do with the creation
    of Coconut Grove and the building of West Grove than anyone else you can
    name. Almost with his own hands he built an entire, cohesive Black neighbourhood in the Jim Crow south that lasts to this day. His house and his legacy have been allowed to undergo Demolition
    by Neglect; 
  2.  Commodore Ralph Monroe, a contemporary of Stirrup’s whose house The Barnacle, only a few thousand feet away from Stirrup’s, is now a State Park [K] and polished within an inch of its life, for whom Commodore Plaza [N] is named, and who gets most of the credit for creating the early Coconut Grove;
  3. Aries Development in the Snidely Whiplash persona of Gino Falsetto, who built The Monstrosity that changed the entire character of West Grove, has allowed the  E.W.F. Stirrup House to go to wreck and ruin through nearly a decade of Demolition by Neglect, and who, through several of his valet and parking companies, is destroying the quiet enjoyment of his neighbours; 
  4. The [allegedly] corrupt Miami District 2 Commissioner Marc D. Sarnoff, who refuses to answer any questions posed to him by this reporter and is now running his puppet wife for his seat, now that he’s been term-limited off the City of Miami Gravy Train; 
  5. Miami-Dade Cultural Czar Michael Spring, who recently defended the legitimate “cone of silence” during the Coconut Grove Playhouse selection process, but doesn’t mention any of the backroom deals and decisions that were made prior to starting the selection process and dropping the cone of silence; 
  6. Arquitectonica, chosen by Michael Spring’s selection committee to oversee the Coconut Grove Playhouse destruction, or renewal, depending on which side of the fence you sit;
  7. Luis Choter, of The Miami Parking Authority, who has likewise refused to answer the questions forwarded to him by [allegedly] corrupt Miami Commissioner Marc D. Sarnoff, despite his email to me of January 27th apologizing for his lack of attention and promising he will be “looking into all the concerns and responding accordingly within the next couple of days.”;
  8. Cameo appearances by Sharie Blanton, of [allegedly] corrupt Miami Commissioner Marc D. Sarnoff‘s office; Ron Nelson, of same; Arthur Noriega, CEO of the Miami Parking Authority; Alejandra Argudin, who does something or other with the MPA; and Rolando Tapanes, another MPA employee; all of whom are in the email’s CC: field dodging my questions;
  9. Entrepreneur Josh Frank and his Blue Star-Lite Drive-In; 
  10. Jeremy D. King, a media flack at Regions Bank’s HQ; 
  11. The Movers and Shakers of Coconut Grove, both now and then;
  12. 1920s architect John Irwin Bright who designed the Coconut Grove Playhouse; 
  13. Several valet companies with dozens of valets;
  14. A number of private parking companies;
  15. A number of different parking lots;
  16. And, neighbours both good and bad.

Let’s begin:

After a years research — and a lack of clear answers from the city of Miami — Not Now Silly concludes the small 300-seat theater being proposed as a replacement for the Coconut Grove Playhouse, is nothing more than a cultural Trojan Horse being used to sneak a huge parking structure onto the corner of Charles Avenue and Main Highway.

I started researching the parking problems around the Coconut Grove Playhouse a year ago as a natural outgrowth of my research on the E.W.F. Stirrup House and The Colour Line in West Grove. Six years ago, when I first started researching Ebenezer Woodbury Frankling Stirrup, I could have hardly imagined that his house, The Coconut Grove Playhouse and the Playhouse parking lot were interconnected in a very complicated ways, both now and historically.

A QUICK HISTORY LESSON: Prior to the illegal annexation of Cocoanut [sic] Grove by Miami in 1925, the town’s monied interests — the Movers and Shakers — of The Grove envisioned turning the small, nascent tourist village into a big tourist destination. So they hired Philadelphia architect John Irwin Bright, who came up with The Bright Plan in 1921, the very first of an untold number of urban renewal plans for Coconut Grove over the years.

The Bright Plan called for a fancy hotel; a golf course across most of West Grove, from Main Highway to Douglas; and a city hall approximately where Cocowalk now is. A wide boulevard ran from city hall to Biscayne Bay with a reflecting pool down the middle. The entire Bright Plan was based on Mediterranean-style architecture and would have been beautiful. However, it never got built. The bottom fell out of the Florida real estate market almost before the ink on The Bright Plan had dried.

However, there was one item on the Bright Plan that eventually got built: The Coconut Grove Theater (now the Coconut Grove Playhouse) was erected in 1927 and was based on Bright Plan drawings, which is why the building has a faintly Mediterranean feel. It first showed movies, but was later converted to live theater before it closed in ignominious bankruptcy 2006.

This is just one rendering of a potential gigantic development on Main Highway.
Don’t be fooled. The facade will be a facsimile. There is no plan to save it.

Back in 1927 monied interests — the Movers and Shakers — got together to built the movie house to bring culture to Coconut Grove. However, before the theater could be built the land had to be acquired from E.W.F. Stirrup, by then one of the largest landholders in Coconut Grove. It’s still an open question whether Mr. Stirrup, who was Black, could even go into the movie theater just 200 feet from his front door. At the time movie theaters were heavily segregated. The Ace Theater, on Grand, was later built for the Black folk of West Grove.

Back in 1927 parking cars wasn’t a big issue, but there are times these days when it seems like the parking of cars is the only issue.

When Miami developers present plans for new buildings one of the first questions that needs answering is “Where’s the parking?” Providing adequate parking often seems more important than an eye-catching design or quality of life considerations. This is especially true of Coconut Grove, where residents are howling over the fact that Cars2Go and Citi Bike are taking up precious parking spaces in The Grove because parking for their precious cars is more important than taking a chance on new, alternative forms of transportation.

A year ago Miami-Dade Cultural Czar Michael Spring untangled the Gordian Knot of the Coconut Grove Playhouse in an attempt to revive and renovate it. In other words: Bring culture back to the corner of Main Highway and Charles Avenue.

And, that’s when today’s monied interests — our modern day Movers and Shakers — got involved to screw the taxpayers behind closed doors. 

The backroom Playhouse deal had many moving parts. One part of the deal was to give to Aries Development the former-Bicycle Shop [J on map below] and $15,000. This was done because Aries floated a loan [in an amount I’ve never been able to determine] to the former-Playhouse board before it went belly up. At the time Aries was given a lien on the Bicycle Shop as collateral. That’s not that unusual. What is unusual is that Paradise Parking (another tentacle of the rapacious developer Gino Falsetto, aka Aries Development) is said to have squatted on the Playhouse Parking lot in order to satisfy the loan.

In my exposé from last year, The Coconut Grove Playhouse Deal begins to Unfold, I speculated that a possible future use of the Bicycle Shop could be a restaurant:

[T]urning the Bicycle Shop into a restaurant makes sense because
that’s another cash business. Gino Falsetto [allegedly] learned how
lucrative restaurants can be when he (and his brothers) bankrupted four
of them in the Ottawa, Ontario, Canada, area. When the government
finally moved in to seize the assets (cash in the till and the cutlery,
essentially), Canadians lost an estimated $1,000,000.00 in unpaid taxes.
However, that’s chump change compared to what Falsetto’s investors
lost. That figure is estimated to be upwards of ten million dollars. And
then, next thing you know, Gino Falsetto has enough resources after his
business went bankrupt to buy his way into the hot Miami real estate
market.



Of course, it has to be said, that there are many honest and reputable
restaurant owners. In fact, the vast majority are. However, that doesn’t
mean that restaurant ownership has not been known as a source of illegal profit skimming. Just sayin’.



Speaking of cash businesses, that brings us to the Playhouse parking
lot. On March 1st the Miami Parking Authority (MPA) will take over
control of the Playhouse parking lot. On February 25th the new signage
was being erected. However, most of the old signs hadn’t been removed
yet.



Who had the parking concession until now?


Double Park, Paradise Parking, and Caribbean Parking. Bring Truth To Light
has written extensively about Gino Falsetto; his several various
partners in several various companies; Aries Development Group; shady
Coconut Grove real estate deals; and this particular parking lot. It’s worth quoting extensively: [Click the link to read more of this alleged nefariousness.]

How much money did these companies collect from parking fees in the
time it [allegedly] squatted on the Playhouse parking lot? Was it forced to
return any of that money to the MPA, or was it all just gravy on top of getting the Main Highway frontage, potentially worth millions? And, while I’m asking questions: How much money did these companies report on their income taxes for the years it allegedly squatted on the parking lot?

When I learned these parking companies may have been squatting on the
Playhouse Parking Lot for who-knows-how-long?, I began desultory research on the issue of parking in West Grove, but I had no real reason to write it all up into a post until December 12th.

Not Now Silly has often highlighted the Bad Neighbours on Charles Avenue. For a change of pace let me introduce you to a good neighbour.

Immediately west of the E.W.F. Stirrup House [C] lives Cynthia Hernandez, her husband, and their 2 children. I knew little about Cynthia’s credentials until a recent exchange of emails. That’s when I realized she is a Senior Research Associate, Instructor, & Director of Internship Programs, Research Institute on Social and Economic Policy, Center for Labor Research & Studies, at Florida International University. That’s a mouthful.

I first met Hernandez while photographing the Bicycle Shop for last year’s story. We started talking and, as always, I started pitching the history of the area, especially the E.W.F. Stirrup House. That’s when I learned she lived right next door to the Stirrup House, designated a historic site by the City of Miami, which hasn’t prevented it from undergoing nearly a decade of Demolition by Neglect.

Since then we’ve exchanged information on the house and Charles Avenue whenever I’m visiting. Hernandez couldn’t care any
more about what’s going on if she were an actual home owner. Unfortunately, she just
rents. One of the issues we’ve talked about extensively over the past year is the valet parking business that operates out of the Grove Gardens Residence Condominiums, aka The Monstrosity [A]. She feels her complaints about the additional valet car traffic on Charles Avenue have fallen onto deaf ears.

ANOTHER QUICK HISTORY LESSON: Across the street from the Stirrup House, are 2 residential lots [D] devoid of residences. They once had residences, of course: 2 cute little Conch-style houses. In the same complicated swap that gave Aries Development a 50-year lease on the Stirrup House, it acquired ownership of these 2 lots. The first thing Aries did was knock the houses down to use as a marshaling yard in order to build The Monstrosity in 2006.

The Monstrosity is the mixed-use, 5-storey condo complex, with 3
restaurants offering valet parking. While it fronts onto Main Highway,
it’s immediately behind the Stirrup House and dwarfs the modest 2-storey structure. While Zyscovich Architects did its best to design a building with a Key West/Bahamian feel, The Monstrosity looks totally out of place and out of scale when viewed from Charles Avenue, designated a Historic Roadway as the first street in Miami.

After these 2 lots were no longer needed to build The Monstrosity, they remained empty and poorly maintained. The property has been cited several times for a lack of upkeep, when the weeds were more than knee-high in some places. I have been told off the record, by someone in the know, that these two lots can NEVER be zoned for anything other than Single Family Residential use. However, the same thing was once said about the E.W.F. Stirrup House before the developer managed to get its zoning flipped to Commercial in anticipation of turning it into a Bed & Breakfast.

In mid-December I got an out-of-breath phone call from Hernandez about new parking shenanigans on Charles Avenue. While we had spoken many times over the last year, she had never phoned me before.

I took these pictures of residential lots [D] being used illegally for overflow
parking on November 8, 2014, long before the December kerfuffle. [There
are several cars parked to the right of this open gate which can’t be seen.]

Coconut Grove Village Council Chair Javier Gonzales may remember
me calling him that evening to suggest popping over to check it out for
himself; one of several times this reporter alerted him to this problem.

Hernandez’s concern was that the two residential lots across the street were ONCE AGAIN being illegally used as overflow
parking to the 45 spaces the valet parking companies rent from the Miami Parking Authority behind the Coconut
Grove Playhouse [E & F]. She described to me how there were some 40 cars parked on these residential lots, with the valets zipping cars in and out, and creating a traffic jam Charles Avenue, a residential street.

What made her even angrier was that when she called the police to complain she was told nothing could be done about it because — get this — the property owner had not complained. However, the property owner, through a complicated series of companies and familial relationships, also owns the valet parking outlets and the restaurants in The Monstrosity. He benefits financially by illegally parking cars on these residential lots. Why would he complain?

That’s when she called me. I told Hernandez to take pics and video. I also advised her to call the police back and ask, if they couldn’t do anything, would they at the very least make a written report so that there was proof a complaint had been made because previous complaints to the city fell upon deaf ears.

To their credit, after her second call Miami Police sent out a higher-up, who actually ordered the lots cleared. That took some 45 minutes and led to the 2nd traffic jam of the night on Charles Avenue.

I also advised Hernandez on a list of people she should send the pictures to come Monday morning, which she did. She then forwarded me the entire email chain generated by her complaint. That’s when I decided to collate my year’s worth of parking research for a Not Now Silly article. However, I needed some questions answered to adequately flesh out any such article. Consequently, I shot out an email to [allegedly] corrupt Miami Commissioner Marc D. Sarnoff asking 11 pointed questions in order to finish my article.

Fighting Blight In Coconut Grove

The most recent notice on The Bicycle Shop, citing the owner,
Coconut Grove Playhouse LLC., with “First Year failure to
register a Blighted, unsecured, or abandoned structure.”

My recent trip to Gilchrist, my old stomping grounds in Detroit, has me thinking about urban blight in entirely different terms these days. Saturday’s visit to The Grove forced me to look at Coconut Grove blight in way I had never considered before.

Admittedly the word “blight” was already ringing in my head when I came across the NOTICE (left), which cites the owner of the Bicycle Shop with “First Year failure to register a Blighted, unsecured, or abandoned structure.” It’s worth noting that Aries Development, fronted by rapacious developer Gino Falsetto, took control of The Bicycle Shop in January. It promptly ripped off the roof and has since allowed it to become blighted, if the City of Miami can be believed. Imagine that. In one of the most exclusive Zip Codes in the entire country.

Which brings us to the blighted E.W.F. Stirrup House. Aries Development acquired control of the Stirrup House almost a decade ago. Since then the second oldest house in Coconut Grove has become blighted — there’s no other word for it — and it becomes more so every single day. Aries acquired a 50-year lease on the Stirrup House (the house must remain in the Stirrup family in perpetuity) in a complicated property swap when it built The Monstrosity, aka Grove Gardens Residence
Condominiums.

When Aries received the permits to build that 5-storey mixed-use condo complex, which dwarfs the modest Stirrup House, it committed to restoring this culturally important 120-year old house. A later plan claimed it would become a Bed and Breakfast. Meanwhile, it has become blighted, undergoing Demolition by
Neglect ever since Falsetto got his grimy hands on it. One could almost say Aries has once again failed “to register a Blighted, unsecured, or abandoned structure,” but I’ll let the City of Miami take care of any official notices. I can only tell you what I have observed the last 5 years I have been photographing and researching the E.W.F. Stirrup House.

The E.W.F. appears to have an open door policy again.

While it’s hard to tell from this pic, the front door of the Stirrup House was left open again on Saturday night. The last time I found the front door wide open I took it as an invitation to walk right in, since the front gate had also been left wide open. Neither the property or the structure were secured. Had the gate been closed and locked, at the very least, the property would have been secured. But, that’s no longer the case.

That’s because the back wall of the Stirrup property was demolished the same day Aries Development [allegedly] illegally cut down all the old trees on the Stirrup Property. That 7-foot wall was not just a target for neighbourhood taggers, it separated The Monstrosity’s fancy schmancy restaurants — with valet parking and underground wine cellar — from the blighted E.W.F. Stirrup House, right next door. Nowadays anyone who goes to The Taurus, La Bottega, and/or Calamari (the three restaurants that Aries Group runs) can wander right past where the wall used to be, up to the blighted, unsecured and abandoned Stirrup House and walk right in, as I would have on Saturday night had I not already been pressed for time.

Demolition by Neglect is a tried and true tactic to destroy a property that sits in a developer’s way. The E.W.F. Stirrup House has always stood in Aries Development’s way. Despite more recent claims to want to turn the house into a Bed & Breakfast, Aries has done ABSOLUTELY NOTHING, unless you call [allegedly] illegally cutting down all the old trees on the Stirrup property, and demolishing the interior without a permit, absolutely nothing.

Speaking of Aries: It had been my understanding that when the Coconut Grove Playhouse deal had gone through back in January, the Bicycle Shop was turned over to the Aries Group as a way to remove it from the Gordian Knot that had become the Coconut Grove Playhouse collapse. So, imagine my surprise when the NOTICE (above) was issued to COCONUT GRV PLAYHOUSE LLC, which SunBiz doesn’t list. All similar names are Inactive. Who actually owns this property? You’d think the city would know.

No matter. As has already been demonstrated, Gino Falsetto has the Midas touch in reverse. Everything he touches appears to become blighted. Or bankrupt. Before he washed up in the over-heated Miami real estate market, Falsetto and his brothers bankrupt several restaurants in the Ottawa, Ontario, Canada, area.

Sitting right between the Stirrup House and the Bicycle Shop is ANOTHER blighted and boarded-up building in Coconut Grove: The Coconut Grove Playhouse. Just when it appeared that everything concerning that issue had been solved came these screaming headlines earlier this week:

It’s far too early to tell what this will mean for Charles Avenue, which has been designated a Historic Roadway as the first street in Miami. I’ll be writing more about the Playhouse in the days to come. However, it’s hard not to see the ultimate winner could be Aries Development, which not only owns the Bicycle Shop, but also the two vacant lots immediately west of the Playhouse. These lots, which once had small shotgun houses on them, were snatched up in the same deal that gave Aries control of the E.W.F. Stirrup House. Any large development at the corner of Main Highway and Charles Avenue will only enrich a rapacious developer, at the expense of Coconut Groves’s rich cultural heritage.

I’m writing and posting this month’s Unpacking The Writer a little early to get it posted before I leave on Monday for the 2nd Annual Sunrise to Canton Road Trip for Research. For the uninitiated, Unpacking The Writer is the monthly series in which I give my readers a look inside the mind of a writer, such as it is. And, in case you haven’t clued in yet, I am that writer. HI THERE!

NO CLICKING: I also used to use this monthly essay to beg my readers to click on the adverts here. However, I have been told I can’t do that anymore, even though it only returns a fraction of a penny per click. So I won’t. But, if you’re one of my smarter readers, you are already way ahead of me and clicking on the adverts anyway. You know there is absolutely nothing I can do to stop you.

SO SORRY: I owe my faithful readers an apology. More than one reader (two!) has noticed that I’ve not posted much new material at Not Now Silly lately, other than the regular Headlines Du Jour. I’m truly sorry, folks. While I have been researching a number of topics, nothing has gelled enough yet to be written up. I have also started a number of blog posts, some of which I still need to finish and others which (are crap and) will never see the light of day.

When I first began this blog I was given advice to post something every
day. Do you know how hard that is? Especially if you want a blog post to
have some weight? Especially if that added weight requires hours upon hours of research? Especially if it’s not your full-time job?

Despite that, I have published 583 posts in the last 27 months, not including this one. That averages 21.5 posts a month, a record I’m proud of. I’m also quite proud of many of the posts because I think I am mining important topics. As of this writing the Not Now Silly Top Ten is as follows:

In the early days of Not Now Silly I used to do a lot of one-off Day in History-type dealies. Maybe I should get back to doing some more of that after the 2nd Annual Sunrise to Canton Road Trip For Research. We’ll see.

Those one-offs were popular. They can also be pulled out of the archives on the appropriate dates in subsequent years. Conversely, Headlines Du Jour is pretty much stale the minute you read it. Yet Headlines Du Jour gets great numbers. Despite the simplicity, Headline Du Jour is time-consuming to post. It takes me 1.5 hours to 2.5 hours to format, even though the headlines themselves are compiled as they come in over the Not Now Silly Newsroom transom. Headlines Du Jour is the first thing I do when I wake up at 5:30 AM. As the first pot of coffee is brewing I sort the headlines collected since the last time. I decide which are keepers and which I should toss. Then they’re put into a running order that makes sense only to me. Some days, by the time it’s published, I feel totally wrung out and the pot of coffee is finished. However, I’ll try to add to the number of new posts (and pots of coffee?) on a regular basis while I also keep Headlines Du Jour going. My readers have that promise.

TO MY COCONUT GROVE READERS: While I never meant for Not Now Silly to be a blog solely about Coconut Grove, there have been times when it feels like that’s what it’s become. I’m thrilled that so many people in the West Grove have shared their personal stories with me. Oral histories are so important.

I’m still researching The Colour Line and will have new chapters in that series soon. While in Michigan, I will also be visiting the 8 Mile Wall for a blog post on The Colour Line in Detroit, ‘Merka’s first throwaway city. Meanwhile, there has been some news in the Grove, but nothing that seemed to deserve a blog post all on its own. In no particular order some of that is as follows:

Part of the Coconut Grove Playhouse parking lot will become a drive-in movie dealie on July 14th. The web site for the Blue Starlite Mini Urban Drive In promises “Car hop service by TAURUS,” so we now know how Aries Development and Gino Falsetto plan to profit off this new arrangement. To remind readers: Aries is the company that secured a 50-year lease on the historic 120-year old E.W.F. Stirrup House 9 years ago and has allowed it to undergo Demolition by Neglect ever since.

I had hoped to go to opening night of the Blue Starlite Mini Urban Drive In, but the June opening was delayed a month. Now it won’t open until the day after I leave for the 2nd Annual Sunrise to Canton Road Trip For Research. This is actually one of those posts mentioned above, partially written in advance. I started it last month, just before the delay was announced. It would have become a full-blown blog post in the fullness of time. I had even considered delaying my Road Trip 2 days to go, take notes, take pictures, and finish writing that blog post, but, yannow what? I’ve seen The Cocoanuts, the first Marx Brothers movie, so many times I can recite entire scenes by heart. [Same with the 2nd movie in the opening night double feature, The Blob.] So, there’s another draft post consigned to the dustbin of history.

IRONY ALERT I: The Cocoanuts take place in Cocoanut Grove (the original spelling of Coconut Grove before it was illegally annexed by Miami in 1925).

IRONY ALERT II: The Cocoanuts satirizes the utter collapse of the Cocoanut Grove real estate market of the 1920s. Selling Florida swamp land had became such a a national joke that one of the top playwrights of the day, George S. Kaufman, and one of the country’s most famous composers, Irving Berlin, would write a musical about it. The Marx Brothers would first take it to Broadway, where it was a smash hit, and then make it their first movie extravaganza, launching a long career on film.

IRONY ALERT III: Miami has had several booms and busts since then. “Some people say” the current Miami building boom is just the beginning edge of the next bubble to bust.

IRONY ALERT IV: Bringing movies back to the Coconut Grove Playhouse, albeit outside, would be funny, if it weren’t so sad. When the currently-boarded up Coconut Grove Playhouse was originally built, it was to bring movies and culture to Coconut Grove. The land had been owned by E.W.F. Stirrup and sold to developers to build the Coconut Grove Theater, as it was called when it opened in 1927. It was renovated in the 1950s to become a legitimate theater, with the 1956 premier of “Waiting For Godot” as its first offering.

IRONY ALERT V: Even though the Coconut Grove Theater anchored the east end of Charles Avenue — the oldest neighbourhood in Miami, as well as the oldest Black neighbourhood — those folks had to go north to the smaller Ace Theater on Grand Avenue, which was not segregated. Earlier this month Miami’s Historic and Environmental Preservation Board designated the Ace a historic site.  According to the Miami Herald’s Jackie Salo:

For residents in the West Grove, the ACE Theater is a relic of the years of segregation. The movie theater, which was built circa 1930, was the only one to serve the black community in the Grove in the 1950s.

The building has since lost its luster, and stands as a shell of what it once was. The marquee has not lit up for years, and the pink facade that once distinguished the theater was painted white.

Plans to restore the theater never came to fruition and the rooms that housed sold-out audiences remain abandoned.

But the theater, albeit empty, has not been forgotten.

Having walked past the Ace many times, I’ve always thought it would make a great Indie/Revival movie house. Grand Avenue has been struggling for years. Opening a movie house on that stretch of Grand would go a long way towards revitalizing what was once the thriving Black business strip of Coconut Grove.

TROLLEYGATE: Still waiting for a settlement in the Trolleygate Scandal. The last word from my super-duper secret sources was that an offer was on the table and being considered. Consequently, all parties to the lawsuit asked the judge to give them 60 days to see if they could hammer out an agreement. That expired at the end of June, but I’ve heard nothing further. Basically the broad outline of the potential deal is this: A brand new Coral Gables diesel bus garage will be built right where the current Coral Gables diesel bus garage is. This despite the brand-spanking new [allegedly] illegal diesel bus garage built in West Grove. That’s the garage that’s the subject of multiple lawsuits, which even the Federal Department of Transportation ruled contravened the Civil Rights Act of 1964. The only decision left to be made is whether the brand-spanking new bus garage in West Grove can be used for the next 2-3 years while a newer diesel bus garage is built in Coral Gables.

Here’s how small West Grove really is: The [allegedly] illegal diesel bus garage is, more or less, just around the corner from the Ace Theater. Gibson Plaza, which I have also written about, is just across the street from the Ace Theater. Grand Avenue still has a long way to go before one could call this a revival, but it’s another baby step on the road to recovery for a business strip that’s seen better days.

THE JOHNNY DOLLAR WARS: I couldn’t be more thrilled with the progress of The Johnny Dollar Wars up the Not Now Silly Top Ten Hit Parade. It justifies all the time I put into documenting those crazy cyber-stalking MoFos these last few years. Since being published on May 6th, The Johnny Dollar Wars has jumped to become the #4 most popular post at Not Now Silly, with 1,233 hits as we go to press. The only Not Now Silly post that ever rose faster and higher than that has now been relagated to the #5 position. Aries Development Continues To Rape Charles Avenue, about the E.W.F. Stirrup House had a good run, but it’s been leapfrogged in the ratings.

THE JOHNNY DOLLAR DEPRECIATION SOCIETY: I’ve migrated most of my Fox “News” snark from my timeline over to The Johnny Dollar Depreciation Society on the facebookery. I’m open to suggestions on how to make it more interactive. While membership has hit 120 people, only a few interact with the page at all, and only then by clicking LIKE. I’m thinking of holding a contest, but I’ll wait until I get back from Michigan to put that together.

LASTLY: Starting next Monday blog posts at Not Now Silly will be sporadically sporadic. My laptop has bought the farm and I’m not planning to get it fixed before I go away. I may look at a new device when I get back from the road trip, but it’s not in the budget at the moment.

The 2nd Annual Sunrise to Canton Road Trip for Research will be twice as long as last year’s. Last year’s research was productive, but, sadly, I had just a week to drive to Michigan, conduct my research, and drive back to FloriDuh. Despite mining some interesting veins of information, I had to cut the research short because I simply ran out of time. This year I will be meeting with some of the same people who fed me documents last time. I will also have more time to pour over some microfiche that one of my correspondents has uncovered. It may go a long way to provide greater context for the book I am writing.

While I may be able to log into certain accounts while I am gone, last year I was unable to log in to facebook from strange computers because I was locked out of everything that wasn’t my home computer or my phone. Hopefully this year I have solved this problem. However, two things to keep in mind: 1). I don’t exactly know where and when I might encounter a computer, not to mention a computer owner who will allow me to take over their computer for a few hours to compose a blog post. Consequently, just like last year, it may just be updates from the Windows Phone. However, I won’t abandon you entirely. Also: Check my Twitter and Facebookery for updates from the road

And, speaking of computers along the way, I have twice as many visits with readers, fans, and friends scheduled for the 2nd Annual Sunrise to Canton Road Trip for Research. The intinerary is now locked. Stops are scheduled for (in order) Ave Maria University, in Ava Maria, Florida; Bonita Springs, Florida, which is just down the road from the University; Tallahassee, Florida‘s capital, after which I leave the state; Miamisburg, Ohio; Columbus, Ohio; Canton, Michigan, where I will stay for almost a week to conduct research and visit old haunts; Elyria, Ohio; Cleveland, Ohio, which looks to be the scene of the crime city chosen to host the 2016 GOP Convention; Dean Martin’s home town of Steubenville, Ohio; and Morgantown, West Virginia, where I will be given a privately-conducted Don Knotts Memorial Tour. Then it’s home by — no later than — the 28th of July.

A couple of people have asked me why I don’t just fly up to Canton, which would give me more time to research my book. There are 2 things that compel me to drive: 1). I love to drive. One of my favourite things to do is to be behind the wheel of a car, heading down the road, with the stereo cranked to 11; 2). It allows me to meet and greet some people that I’ve gotten to know thru’ the innertubes. Getting out, looking people in the eye, and debating the big stories of the day — or bullshitting over a coffee — is just a big bag of fun.

Welcome readers both new and old. Once a month, on an irregular schedule, I drop a blog post under the rubric Unpacking the Writer, where I pull back the curtain and expose some of what’s happening on this side of the keyboard, much like Toto did to The Wizard of Oz.

Which is only appropriate because I wrote under the nom de plume of Aunty Em for NewsHounds, the motto of which is “We watch Fox so you don’t have to.” Clearly, I did a very good job of exposing Fox “News” mendacity. You know how I can tell? Although I left NewsHounds more than 2 years ago, the same crazy, obsessive Fox “News” defending, cyber-stalking bullies I picked up back then continue to hound me to this very day. [See what I did there?]

BOOK CORNER: I’ve been writing about the exciting adventures battling my cyber-stalking bullies — chapter by chapter — since the day I launched this blog. They’ve been published at Not Now Silly as needed and now comprise quite a thick dossier on what crazy obsessives do in the Age of the Internet. In previous times they’d be standing on street corners babbling incoherently. This medium keeps them off the street, unless they have a phone smarter than they are.

As of late [and mentioned only to satisfy Grayhammy’s vast curiosity, because he keeps asking] I have been working with an editor to give the project more ‘”shape,” as they keep putting it. They believe The Johnny Dollar Wars could be turned into a Laff Riot Situation Comedy or a blockbuster Gothic Horror movie. HARD WORK: Forging Farce Au Pain from the raw alphabet.

CHAPTER TWO: My other book, Farce Au Pain, proceeds a lot slower than I ever expected when I promised serialization way back when. I anticipated having more time to work on it, but life and new Coconut Grove stories keep getting in the way. It doesn’t help that I chose to make my task more difficult. Because it’s being published on the Internet, I decided to link all the facts and references to the existing internet proofs as I edit the manuscript. There are a lot of those, which you’ll notice when it’s eventually published. I’m closing in on it, but I’ve learned better to make any hard promises, otherwise Grayhammy will squawk again. Hopefully I’ll have some news on that front very soon. Stay tuned. Check your local listings. Coming to a browser near you, and all that Jazz.

COCONUT GROVE CORNER: Still awaiting news of a Trolleygate settlement in West Grove. Almost 2 months ago I wrote Is Trolleygate Headed For An Out Of Court Settlement? To quote myself:

So confident are all the parties that an agreement is possible, that they’ve requested a 60-day freeze in all legal proceedings to see if they can all get on the bus. Based on the anger expressed at the Village Council Meeting, it may be an uphill climb on a rough road to a negotiated settlement.


The broad outline of the proposed settlement looks like this: Coral Gables agrees to drop its lawsuit against Astor Development that asks a judge to abrogate its contract with the developer. Meanwhile Astor Trolley/Astor Development agrees to stick the new fake trolley garage RIGHT WHERE IT IS NOW, more or less, as opposed to the non-conforming White Elephant on Douglas Road.

Those 60 days are just about up, if they haven’t expired already. I should put in a few calls. I’ll add that to my ever-increasing To Do List.

MY LATEST WRITING PROJECT: I’ve slowing been crafting another chapter in my ongoing series Where The Sidewalk Ends, Racism Begins (of which there has been only one so far). The next one will delineate another segment of The Colour Line in Coconut Grove, pictured at left.

The Coconut Grove Colour Line has existed for decades. The line was
always meant to keep Black Grove separated from White Grove. But, it’s not just ancient history.

Current segments of The Colour Line are as concrete as the cinder block wall described in Where The Sidewalk Ends, Racism Begins.
Other parts of The Colour Line in Coconut Grove are subtle and almost
imperceptible to the naked eye, unless you know what to look for. Still
other parts of The Colour Line are as clear as black and white when
looking at maps of property values and demographics in Coconut Grove.

Although the building of The Colour Line in Coconut Grove is ancient history, some of the walls along it were not only maintained, but made taller and more formidable as time went on, a process that continues to this very day. Shockingly so.

Within the last few weeks the latest spot I have been struggling to write about has had its fence — this small segment of The Colour Line — grow 2 feet taller by just nailing new boards over the old. Look for the next blog post on The Colour Line, coming soon to a browser near you.

THE CORNER OF MAIN HIGHWAY AND CHARLES AVENUE: This is where it all began for me 5 years ago when I discovered the Historical Marker and started researching and writing about this small corner of the world. Here are some quick updates:

The deal concerning the Coconut Grove Playhouse continues to unfold exactly as the residents had hoped it never would. The Miami Parking Authority has now painted HUGE arrows in the parking lot on Main Highway, directing traffic to an exit on Charles Avenue. This has increased the traffic in both directions along the Historic Roadway, along which you will find the Coconut Grove Playhouse; the Charles Avenue Historical Marker; the E.W.F. Stirrup House; the former Odd Fellows Hall; the Mariah Brown House, the first house built on Charles; ending at the Charlotte Jane Memorial Park Cemetery, named after the wife and childhood sweetheart of Mr. Stirrup and at the time of its founding the only place in Miami Black folk could be buried.

Meanwhile rapacious developer Gino Falsetto continues to chip away at The Colour Line in Coconut Grove. His Aries Development has checkmated the Coconut Grove Playhouse with the acquisition of the Bicycle Shop on Main Highway at one end. This adds to the property he’s controlled for a while: the two empty lots immediately west of the Playhouse and the E.W.F. Stirrup House immediately across the street. Now whatever people want to build in between all those properties will have to go begging to Aries Development, hat in hand.

Pops on his 88th birthday, February 14, 2014

PERSONAL CORNER: My family and closest friends know, but I’ve not shared this with Not Now Silly readers yet: I came to Florida after the death of my mother to look after Pops. It’s starting to weigh on me and maybe writing about it will help me work some things out.

I’ve been in Sunrise for 9 years, arriving just in time for Hurricane Wilma. When I arrived, Pops was fine, despite his having a stroke about 20 years ago. He battled back and you would never know he had had one.

Pops didn’t really need me to care for him. He was capable of accomplishing more in a day than I did. However, he is of a generation of men who knows where the kitchen is, but just doesn’t know what kind of magic gets food on the table. If I weren’t here, he’d be getting all his meals out of the microwave. A fried egg is beyond his expertise.

However, in every other way he was competent. Three or 4 days a week Pops played 9 holes of golf on the course that wends its way around the condo complex. He’d hang with his buddies at Subway or the condo clubhouse. The last few years he’s been slowing down. At first he’d only play 8 holes of golf, knocking off at the one closest to our building. Then it was 5 holes, meeting up with his crew on the 4th and playing with them through 8.

He may have battled back against the stroke, but he’s getting pummeled by the years. Within the last year he’s been admitted to the hospital twice, both times for having a bit of trouble catching his breath. The last visit was 3 weeks ago. He’s just not bounced back the way we all thought he would afterwards. And, he hasn’t played any golf since. He’s just had a round of tests to see whether we can get to the bottom of this latest problem and we’ll get the results in a few days when we visit the pulmonologist again. Meanwhile he’s on a Nebulizer twice a day and an inhaler 4 times a day and his movements are resricted by his lack of energy.

We’ve recently convinced Pops to start using a cane. After the stroke he always had a very slight imbalance. However, lately it’s been more pronounced. He seems unaware of how he tacks to the right as he walks without assistance. My biggest fear, of course, is that he’s going to fall when I’m not here or when I’m asleep. That’s why I now always make sure a walker and cane are within reach.

This all means I am getting to Coconut Grove less often than I would like, but I wouldn’t suggest Gino Falsetto relax. I still pop into Coconut Grove when I’m least expected. Recently I was fortunate enough to meet his wife Magda. Maybe one day soon I can meet the brains behind Aries Development and can ask him questions directly. Meanwhile, you can help Save the E.W.F. Surprises on the Latest Visit to Charles Avenue

The Charles Avenue Historical Marker is across the street from the
E.W.F. Stirrup House. Once called Evangelist Street, Charles is one of the
oldest streets in Miami, which is why it was designated a Historic Roadway.

Last week’s visit to Coconut Grove was full of surprises.

Ostensibly I was in The Grove for 2 semi-clandestine meetings with two of my super-duper secret anonymous sources. One wanted to go off the record on the Coconut Grove Playhouse deal. The other was my original tipster on Trolleygate.

However, there were also several loose ends I wanted to clean up concerning the Playhouse parking lots and the two vacant lots on Charles Avenue, immediately across the street from the historic, 120-year old E.W.F. Stirrup House. Despite its cultural and historic significance, the house continues to undergo Demolition By Neglect at the hands of a rapacious developer: Aries Development, controlled by Gino Falsetto.

To bring new readers up to speed: When Miami-Dade County finally carved out a deal which freed the Playhouse from purgatory, it took away the parking lot Paradise Parking, DoublePark and Caribbean Parking had been operating between the Playhouse and the Bicycle Shop. This lot was turned over to the Miami Parking Authority to administer. At the same time, the MPA also leased to Aries Development 45 parking spots immediately behind the Playhouse.

March 25: A lawyer advised this was a crime in the making.
Did these companies also squat on the Playhouse parking lot?

This reporter has been investigating rumours that the Paradise parking group had been squatting on the parking lot land for the last several years. To date, no one has been able to produce a contract that gave
these companies the right to operate a parking franchise on the Playhouse
parking lot.

The last time I visited (March 25) Double Park, Paradise Parking and Caribbean Parking had erected a meter (pictured right) where they were leasing the 45 parking spaces from the MPA. They had no right to erect their own meter because it was not their own lot. It was looking as if they might be squatting again. The meter had not been activated and I needed to see whether they had started collecting potentially illegal parking fees.

Have I mentioned yet how Double Park, LLC is owned by Gino Falsetto, while the other 2 companies are owned by business associates of Falsetto

A second, lesser, reason to reconnoiter is that — SURPRISE!!! — lines had finally been painted on this parking lot. The last time I was there I had counted the potential for 57 parking spots, judging from the barely legible lines painted years ago. Counting the spaces and documenting the fact that Paradise Parking, et al, were pocketing parking fees that should have belonged to the MPA would be a great investigative article. Another feather in the Not Now Silly Newscap.

I had already received a (FREE) legal opinion that squatting on a parking lot and collecting parking fees could be considered a case of theft against every driver who paid up and/or the actual owner of the property. If, as alleged, these three companies had been squatting on the Playhouse land for the past several years, that would be a lot of individual cases of theft. And, whether they squatted or not, these companies were able to rake a lot of parking fees off this parking lot over the last several years.

SURPRISE: The meter had been removed, leaving only the base. Now anyone who wants to park there has to walk a block to the nearest meter — on the far side of the Playhouse — which cannot be viewed from these parking spaces. We’ll see how that works out.

To be perfectly honest, I had hoped to catch Paradise Parking in what appeared to be a crime in the making because it’s a company owned by the same rapacious
developer who is allowing the E.W.F. Stirrup House to undergo Demolition by Neglect. That would be Gino Falsetto and Aries Development, which
built The Monstrosity behind the Stirrup House: the Grove Gardens
Residence Condominiums.

It was while I was counting the parking spaces — another SURPRISE: there are only 45, as per the agreement with the MPA — I looked back across the two empty lots to the E.W.F. Stirrup House. The simple 2-storey white and yellow house — designated historic — is completely dwarfed by The Monstrosity, built by the same rapacious developer who owns these 2 empty lots pictured above. There had been two little single family houses on these lots. Aries acquired the lots and knocked the houses down so the property could be used as a construction marshaling yard in order to build The Monstrosity.

Little by little Aries Development has been chipping away at this Historic Roadway. Aside from the 50-year lease on the Stirrup House, Aries now owns the Bicycle Shop, creating bookends on either side of any potential Coconut Grove Playhouse development.

As I continued taking pictures of Charles Avenue I walked from the vantage point shown above back to the E.W.F. Stirrup House, where I met a curious stranger.

THE BIGGEST SURPRISE OF ALL!!!

I was almost back at my car when I saw a woman walking across the Stirrup property towards me. The only people I’ve ever seen on that property were workmen. A red-headed, middle-aged woman in a dress was A SURPRISE, which is why I walked towards her. We met at the gate to the Stirrup property and had a heavily accented conversation after she demanded to know why I was taking pictures of her property.

Several times she asserted it was her property. I let the fib go because I know the history of the property better than my own family tree. It’s owned by Stirrup Properties, LLC, a company headed by 2 of the grandchildren of the original owner, E.W.F. Stirrup. A 50-year lease is held by Aries Development, which has been allowing this historic 120-year old house to undergo Demolition by Neglect. I’m pretty sure that this woman is not Aries Development Group.

Our conversation went something like this:

MF: [Accented English]: Why you take pictures?
ME: I’ve taken a lot of pictures of this building. I come here every few days and take pictures of this house. I have thousands of pictures of this house.
MF: Why you take so many pictures?
ME: I’m interested in the history of the house. It’s a famous house. This is the oldest house on the street. The second oldest house in Miami.
MF: I know. You work for newspaper?
ME: No. I have a blog.
MF: What’s your name?
ME: Headly Westerfield. [This elicited no reaction whatsoever.] What’s your name?
MF: Magda Falsetto.
ME: [Falsetto?!?! DING! DING! DING! My notebook has been in my hand all this time, so I start scribbling notes of the rest of our conversation.] M-A-G-D-A?

I was so surprised that it wasn’t until later that I realized I didn’t ask the obvious question: “Are you related to Gino Falsetto?” DOH!

MF: Yes. This is my property.
ME: So why don’t you fix up this house? This house has been empty for 8 years.
MF: Longer!
ME: Longer? Then why don’t you fix it up?
MF: It takes long time to get permits from city.
ME: You’ve had more than 8 years.
MF: It takes long time to get permits. Is problem at city.

April 4, 2014: La Bottega advertises. It has no permits
to move the Farmers Market to the Stirrup Property.

ME: Didn’t there used to be a wall there? Where did it go? [Indicates the back of the Stirrup property where a wall once separated it from La Bottega, a restaurant on the ground floor of The Monstrosity. La Bottega has started advertising the Farmer’s Market moving there beginning on the 27th of April.]
MF: We are making a garden to bring tables out here.
ME: On this property? From the restaurant?
MF: Yes. It will be beautiful garden.
ME: Don’t you think you should fix the house first? It’s an construction zone. The house looks terrible.
MF: It takes long time to get permits from city.

NO SURPRISE: She repeated this “long time to get permits from the city” sentiment about 7 times because I kept circling back to asking why the house wasn’t fixed already. One cannot get permits from the city if one has not submitted plans. The last time I checked no plans had ever been submitted to the city by Aries to renovate the E.W.F. Stirrup House.

TO BE FAIR: That was a whole 2 months ago, during the Great Tree Massacre of ’14.

Aries will need to submit up plans before it can be issued permits to renovate the E.W.F. Stirrup House. It will also have to apply for a retroactive permit for landscaping and  destroying the trees on the Stirrup property. So far Aries has gotten away with having no permit for the destruction of the cinder block wall. Will it also try to get away with moving restaurant and bar seating onto the Stirrup property? Will it even try to obtain the proper permits to move the Farmer’s Market to the Stirrup property?

It’s not like Aries Development has even tried to be a good Coconut Grove neighbour, so why should it be trusted now?

IRONY ALERT: Gino Falsetto and Aries Development is on the Charles Avenue Historic Preservation Committee. More than a year ago I attended a meeting where Aries assured the Preservation Committee that it was going to fix up the Stirrup House right away. In that time Aries has only caused more destruction to the house and the property.

But, who knows? I might be surprised. Aries may finally do things legally.

Who am I kidding? I’ll have to keep an eye on them.

The Coconut Grove Playhouse Deal Begins to Unfold

The removal of the old growth trees on the E.W.F. Stirrup property was only one in a series of chess moves made virtually simultaneously as the Coconut Grove Playhouse deal begins to unfold.

On January 15th Aries Development took possession of the Bicycle Shop, that small, two story structure sitting at the northeast corner of the Playhouse parking lot. Aries was ‘gifted’ this property (and $15,000) to relinquish all claims on the Playhouse. The mystery had always been why this building had been put into play in order to settle the outstanding issues necessary to restore and reopen the Playhouse.

Sources tell Not Now Silly that when the now defunct Playhouse board accepted the loan from Aries years ago, it put up the Bicycle Shop as collateral. That’s how Aries came to hold the note on the Bicycle Shop; why it was in play already; and why it may have just been easier to give Aries this bone, than to have it continue to scuttle every deal to bring the Playhouse back to its former glory.

[One of these days I will actually discover how much money Aries loaned the defunct Playhouse board. That’s just another one of those pesky details that has remained concealed by all the boardroom and backroom machinations. These took place far away from the prying eyes of Florida’s strict Sunshine Laws. In other words: There’s so much about this deal we know nothing about and peeling back the onion has been a chore.]

The funny thing about Aries getting possession of the Bicycle Shop is that the building had already been condemned. The City of Miami loaded the property up with violation after violation, until it decided that it was an unsafe structure that had to be removed. However, that was something of a chess move on the part of the city in order to get a seat at the table. Because Miami-Dade County was running the Playhouse negotiations, the City of Miami would have been frozen out entirely. Having these tens of thousand of dollars in fines levied against the property gave the City of Miami a buy-in at this High Stakes table. When eventually the poker game was played to untangle the financial mess the Playhouse had become, holding cards were the state of Florida, which had to sign off on any deal; Miami–Dade County; the City of Miami; Aries Development; GableStage; FIU; and the former-Playhouse board, or what was left of it. Not seated at the table: Any representative from the community being served. In short: The taxpayers and neighbourhood stakeholders.

Regardless, once Miami was satisfied with the deal, the city pushed in all its chips and folded its hand. It wiped clean the condemned Bicycle Shop’s slate of all fines and deeded it to over to the marauding Aries Development Group. Consequently, Aries needed to act quickly, before new citations and violations start piling up against the building. To that end, it has already removed the roof from the Bicycle Shop.

Unfortunately for Aries Development that’s all that was done, creating a brand new problem for Gino Falsetto’s company. The demolition crew neglected to fence in the destruction site, [allegedly] breaking several city by-laws in the process. It’s currently open to the public for private tours. Anyone can wander in and out of the building, as this reporter did on Tuesday, February 25th. As well, Not Now Silly
has not been able to locate a demolition permit, nor does there appear
to be a permit for having a dumpster on the property. Aries is certainly
keeping Bylaw Enforcement busy this week.

Word is that Gino Falsetto wants to put a small restaurant in this building, but it would have to be a VERY small eatery. There’s not much one can do with 1600 square feet. That’s barely big enough for a small coffee shop. Restaurant, coffee shop, art gallery? Whatever Aries wants to do with this property is going to require permits and telling Not Now Silly that it’s all “in the pipeline” just doesn’t cut it. The laws are quite specific to demolition and this week Aries Development has already demolished a wall at the E.W.F. Stirrup House without a permit, hacked 4 old growth tress to the ground without a permit and is now running this unsafe destruction site without a permit — and without sealing it off from the public!!!

However, turning the Bicycle Shop into a restaurant makes sense because that’s another cash business. Gino Falsetto [allegedly] learned how lucrative restaurants can be when he (and his brothers) bankrupted four of them in the Ottawa, Ontario, Canada, area. When the government finally moved in to seize the assets (cash in the till and the cutlery, essentially), Canadians lost an estimated $1,000,000.00 in unpaid taxes. However, that’s chump change compared to what Falsetto’s investors lost. That figure is estimated to be upwards of ten million dollars. And then, next thing you know, Gino Falsetto has enough resources after his business went bankrupt to buy his way into the hot Miami real estate market.

Of course, it has to be said, that there are many honest and reputable restaurant owners. In fact, the vast majority are. However, that doesn’t mean that restaurant ownership has not been known as a source of illegal profit skimming. Just sayin’.

Speaking of cash businesses, that brings us to the Playhouse parking lot. On March 1st the Miami Parking Authority (MPA) will take over control of the Playhouse parking lot. On February 25th the new signage was being erected. However, most of the old signs hadn’t been removed yet.

Who had the parking concession until now?

Double Park, Paradise Parking, and Caribbean Parking. Bring Truth To Light has written extensively about Gino Falsetto; his several various partners in several various companies; Aries Development Group; shady Coconut Grove real estate deals; and this particular parking lot. It’s worth quoting extensively:

Gino Falsetto founded Double Park LLC on July 12, 2004 and filed his Florida limited liability company with the Florida Department of State, Division of Corporations. The company’s FEI/EIN number is 861112258. The address is The Grand, 1717 N Bayshore Drive, Suite 102, Miami, FL 33132. Falsetto is the company’s sole manager and registered agent.


In 2006, Mitchell Liss took over as manager and Anthony Petropoulos became registered agent.


In 2007, the company moved to Suite 201 on the second floor in The Hilton Doubletree Grand condominium.


In 2009, Mitchell Liss also took on the role of registered agent.


The incredulous real estate promoter presents a big plan that arouses excitement. The Miami Herald reported Gino Falsetto “floated a last-minute, $55 million-plus proposal to build a new, 600-seat theater behind the historic façade, and add retail and residential buildings as well as an underground parking garage.”


In yet another Miami Herald article Jorge Luis Lopez, a Playhouse board member, was quoted to call Falsetto’s Aries company “a deadbeat squatter,” characterizing Falsetto’s relationship with the Playhouse’s board of directors.

Paradise Parking Systems LLC

Caribbean Parking Systems Inc


John Battaglia founded Caribbean Parking Systems Inc on February 25, 2002 and filed his Florida profit corporation with the Florida Department of State, Division of Corporations. The company’s FEI/EIN number is 270077530. The address is 2874 NE 191 Street, Suite 304, Aventura, FL 33180. Battaglia is the company’s sole director and Robert Stok is the registered agent.

In 2007, Mitchell Liss became the company’s sole director, president, and registered agent. The company’s new address is Suite 201 at The Grand.

Bring Truth To Light has also called on the government to investigate how
these three companies came to squat on the Playhouse parking lot, how long they have claimed the concession, and whether it had benefit of a contract with the Playhouse board. Coconut Grove has a shortage of parking, so during some Special Events, this parking lot was filled.

Every company pie that Gino Falsetto has his fingers into is always a
complicated rabbit warren of other companies and fronts. But, I digress.

Not only did these three companies collect the fees from this parking lot, but also had cars booted and/or towed for parking on this lot and not paying. If it’s true, as it’s beginning to appear, that Double Park, Paradise Parking, and Caribbean Parking had no authority to do so, every tow from that lot was an organized crime against the car’s owner. How many people using that parking lot were scammed by these three companies?

With Aries losing its precious parking lot tomorrow, how will it remain in that cash business, especially since his restaurants on the ground floor of The Monstrosity known as the Grove Gardens Residence Condominiums advertise Valet Parking? A partial answer was given at the latest Coconut Grove Village Council meeting on February 25th. Art Noriega of the Miami Parking Authority gave a presentation on all Coconut Grove parking lots, including the Playhouse parking issues being investigated by Bring Truth to Light and Now Now Silly. He told the assembled that the city made an accommodation with Aries for Valet Parking. It was a such a quick reference, this reporter was not sure that they heard the proper context for the remark.

Contacted by phone after the meeting, Noriega elaborated, confirming to Not Now Silly that Aries will be renting 45 parking spaces from the city, at $45 a month, for a total of $2,025. [At $6.00 a car, Aries will have to turn each space over 7.5 times in a month to break even.] These spaces are apparently not any of those between the north end of the Playhouse and the south end of the Bicycle Shop. The parking spaces being rented from the city by Aries are those on the paved area immediately to the west of the Playhouse (in the irregular shape in the Earth View on the right). The Valet Parking arrangement with the city is on a month-to-month basis and, certainly, when (if?) the Playhouse property becomes a renovation zone, Aries won’t be able to Valet Park there.

Which brings us to the last 3 properties that Aries is known to control on Charles Avenue: the two vacant lots on the north of Charles Avenue, which are owned by a shell company owned by Gino Falsetto; and the E.W.F. Stirrup property, which Aries controls through a 50-year lease with the Stirrup Family, the owners of record on the house. Last week the Stirrups were cited for the destroying 4 old growth trees on the Stirrup property, even though the destruction was wrought by Gino Falsetto’s Aries Development. Aries also cut down 3 trees on the vacant lots across the street and demolished the wall separating The Monstrosity from the E.W.F. Stirrup House.

All of this wanton destruction was done without benefit of the proper permit(s). The city levied fines of $1,000 per tree and Aries will have to plant 2 trees for every tree destroyed, but the damage is already done and only time will bring back century old trees.

While there are no plans on file with the city — or the Historical Preservation Board, for that matter — Not Now Silly has been told they are “in the pipeline,” whatever that means. In practice it means that Gino Falsetto is holding his cards very close to his vest, [allegedly] breaking all kinds of city By-Laws which require permits and plans before work commences, not after. Coconut Grove won’t know his hole cards, until he’s ready to play his hand. In other words: People will learn of his plans when he’s damned good and ready to reveal them, even if it can’t be fixed, like the trees.

So, what’s the plan for these last properties. Everything beyond this point is mere speculation and rumour, based upon keen observation and unconfirmed tips from anonymous sources:

Demolishing the wall is the first step for Aries Group to expand the restaurant/bar/wine bar seating at The Monstrosity into the Stirrup property. However, one would think the first steps would be the demolition permit, not to mention a permit to change the seating in the restaurants and another permit to alter the capacity on the various bar licenses [Taruus, La Bottega, etc.] in The Monstrosity. There are several carts that have been put before the horse. But at least those pesky old growth trees are no longer in the way, right?

However, since that work has already commenced, I sure hope the city of Miami Code Enforcement officers continue watching.

What else? At least one of those lots on the north side of Charles Avenue is being eyed by Aries as a “flat parking lot” in the future, according to my source. It was also cleared of vegetation last week in the Great Miami Tree Massacre™. This makes sense since Aries was forced to cash in its chips on the Playhouse parking lot and will lose its seat at the table if and when the Playhouse ever gets restored.

However, it makes sense for Aries to try and get this approved as a parking lot. If Falsetto ever gets plans approved to renovate the historic site of the
E.W.F. Stirrup House into a Bed and Breakfast and outdoor restaurant (according to other sources), it will
need additional parking facilities for their rich customers. Especially when it loses the 45 spaces behind the Playhouse. However, my source tells me that’s an impossibility. The current zoning
prevents that. The fact that Charles Avenue was a designated a Historic Roadway should also prevent that from ever becoming a parking lot.

Furthermore, several neighbours from several houses along Charles Avenue (who spoke to Not Now Silly on the condition of anonymity) are so angry at the destruction of the trees that they’ve vowed to watch developments on the Stirrup property very carefully from now on. All of them had questions about the E.W.F. Stirrup House because they were full of misinformation. That lack of concrete information allows Falsetto to bluff his way though the game.

The metaphors in this blog post are mixed. Is it a chess game or is this a High Stakes poker game? To Miami and Miami-Dade county it’s been a poker game, where every hand is a new hand. Gino Falsetto is playing a longer game, chess, going for the checkmate. Long before anyone realized what he had done he swallowed up all the property surrounding the E.W.F. Stirrup House and the Coconut Grove Playhouse. He always seems to be several moves ahead of everybody else. Hopefully, not the sheriff, because the more I investigate Gino Falsetto and his business ethics, the more I am convinced he belongs in jail.

What’s Going On At The Taurus Bar?

A recent visit to Coconut Grove to document The Bicycle Shop revealed work going on at The Taurus Bar, the venerable watering hole in front of the Grove Gardens Residence Condominiums. 

Based on my previous investigations of [allegedly] illegal work going on inside the E.W.F. Stirrup House, it’s fair to ask the following questions: *


1) Does this work conform to all Miami and Miami-Dade bylaws?
2). Does this work conform with whatever promises were made to preserve The Taurus when the GGRC was built?
3). Does the owner have a building permit for the work?

I’ve written about The Taurus briefly, and only tangentially, during my research of Coconut Grove. It’s owned by an arm of Aries Development, builder of the GGRC, the monstrosity that dwarfs the little one-room building and the 2-story E.W.F. Stirrup House. Aries also owns the two other restaurants on the ground floor of the mixed use condo complex. Aries, in case you haven’t been following along chapter by chapter, also owns the two lots on the north side of Charles Avenue immediately behind the Coconut Grove Playhouse. Furthermore, Aries is about to get title to The Bicycle Shop — extremely valuable Main Highway frontage — in exchange for reliquishing all claims against the Playhouse for a previous loan.

Far more important, at least as far as I am concerned, is that Aries also finagled a 50-year lease on the E.W.F. Stirrup House and has been allowing it to undergo Demolition by Neglect during the 8 years it has had control of the 120-year old cultural treasure. The Stirrup House is now believed to be the 2nd oldest house in Miami, after the Barnacle, Commodore Monroe’s house, which is now a Historical State Park and less than a tenth of a mile away. 

Charles Avenue has been designated an Historical Roadway and the E.W.F. Stirrup House has also been designated historical by the City of Miami. However, the practical effect seems to be no practical effect.on Gino Falsetto, the primary owner of Aries Development. His stewardship of this historical landmark has been nothing less than shameful.

Preserving the Taurus Bar was among the promises Aries Development made in order to get its permits to build the Grove Gardens Residence Condominiums. So was preserving and renovating the E.W.F. Stirrup House. It’s interesting to compare and contrast the treatment of the Taurus vs. the fate of the E.W.F. Stirrup House. 

The Taurus goes back, at the very least, to 1906, when it was a tea room for the High Society of Coconut Grove. Over the years it went from being a tea house to a neighbourhood bar. It attracted those within walking distance, but another one of the attractions, especially for the old-timers, was — as downtown Coconut Grove became overly developed — there was a free parking at the Taurus Bar in the years just before the GGRC was built. [Drinking and driving? Never mind.]

The E.W.F. Stirrup House goes back to the 1890s. I’ve written so much about the Stirrup House, I won’t go into its history here, other than its recent history. Ownership of the house remains in the hands of the Stirrup Family, as dictated by the will left behind when E.W.F. died in 1957. Aries obtained a 50-year lease on the house through a complicated property swap that’s detailed elsewhere at Not Now Silly.

While Gino Falsetto (through Aries, of course) promised to preserve and renovate both the Taurus and the Stirrup House, only the Taurus was fixed up. It’s been open almost the entire time. During a period that coincides almost perfectly with the Taurus being open, the E.W.F. Stirrup House has been empty, undergoing Demolition by Neglect, as mold, mildew and termites work away at the house.

I was told the reason no work ever progressed on the Stirrup House was because Aries ran out of money. However, The Taurus has been generating money for Aries and Aries had enough money to loan the defunct Playhouse board some of it. But, isn’t it strange Gino Falsetto never found the money to fulfill its OBLIGATION to restore the E.W.F. Stirrup House. And now it’s spending MORE money to put an awning on the Taurus before it fulfills its promises on the Stirrup House.

TO BE FAIR: The Taurus could use an awning. Any place that hopes to have a viable outdoor patio, which The Taurus hopes to, in South Florida needs an awning. Fans and mist-ers are also a good idea. However, can you just throw an awning on any old building? What about a building more than 100 years old? What about a building more than 100 years old that you’ve promised to preserve?

And, while I’m asking questions, where’s the building permit? I looked inside and out, but saw no building permit. Does this awning affect pedestrian traffic? Was a study done of pedestrian traffic? Does the awning encroach on the public easeway for the sidewalk? How is Main Highway impacted by this awning. Is this an [alleged] infraction against Miami by-laws, Miami-Dade by-laws, or both?

Based on the past performance of Gino Falsetto these are all fair questions to ask. By sheer coincidence these happen to be the same questions I’ll be asking city and county officials in the next few days.

The Bicycle Shop The Latest In The Cultural Plunder of Coconut Grove

The Coconut Grove Playhouse before the hoarding was fixed

Recent news trickling out of Miami-Dade County has exposed more backroom machinations concerning the Coconut Grove Playhouse and — appearing for the very first time in any of the negotiations — The Bicycle Shop. 

Before getting too deeply into the weeds, this news proves that once again the ultimate stakeholders — the citizens of Coconut Grove and taxpayers of Miami — were played for dupes. All decisions concerning the Playhouse’s future have already been set in stone, without any public input whatsoever. Furthermore, not all those decisions have been made public yet, such as the ultimate design. 

There was a time I was ambivalent about the Coconut Grove Playhouse. I vaguely understood it to be mired in scandal and controversy. However, my cursory research showed that it was one of those things that served White Coconut Grove and I was researching the unique history of Black Coconut Grove. I was already committed to saving the historic, 120-year old E.W.F. Stirrup House; I didn’t have time for another Coconut Grove boondoggle.

My Trolleygate series proved why I need to follow all anonymous tips to see where they ultimately lead. It’s all interconnected in ways I could never have imagined when I started this research 5 years ago. The Stirrup House is catercorner to the rear of the Playhouse, just across the
street from the Charles Avenue historical marker. Oddly enough it’s been empty and undergoing Demolition by Neglect just about as long as the Playhouse has been shuttered. However, proximity and similar fates were not all that connected the two properties. I have since found two important links between Ebeneezer Woodbury Franklin Stirrup and the Coconut Grove Playhouse that finally placed it on my radar screen.

The first goes all the way back to the 1920s and, to understand it, a small history lesson is in order. At that time E.W.F. Stirrup was one of the unlikeliest Movers and Shakers of a nascent Coconut Grove tourist industry. Ebeneezer Woodbury Franklin Stirrup was a Black man who, through hard work and a good business sense, became one of the Grove’s largest landowners and one of Florida’s first Black millionaires. His own house on Charles Avenue, which looked out over his holdings, was a 2-story showpiece, in a 1 story Conch house neighbourhood.

Together, with the other Movers & Shakers of the Grove, Stirrup must have anticipated reaping a financial windfall when, in the early 1920s, they commissioned The Bright Plan, the first urban renewal plan ever devised for Coconut Grove. Had the Bright Plan been implemented, Coconut Grove would have become the jewel of South Florida. A long boulevard with fountains down the middle would have led to an ornately appointed Coconut Grove City Hall, located approximately where Cocowalk is nowadays. All the designs of the buildings and fountains were based on a Mediterranean style. The Charles, Franklin, and Williams Avenue corridor would have become a golf course and the neighbourhood now known as West Grove would have been lost.

On the planning maps “Coloredtown,” would have been pushed to “the other side of the tracks,” just like in every other city in ‘Merka. That it didn’t happen is one of the things that makes Coconut Grove unique in this country. While Coconut Grove had its own Colour Line circling the traditional Black neighbourhood, it did not include railroad tracks.

However, it was not to be. Before the Bright Plan could be implemented, the Florida land boom went bust. By 1925 the words “Florida real estate” had became a national joke, so much so that George S. Kaufman’s Broadway musical-comedy The Cocoanuts revolved around swampland, tourism, and Irving Berlin tunes. Starring the Marx Brothers, it was set in Cocoanut Grove [note the “a,” the original spelling before amalgamation] and was a huge hit. The 1929 movie of the same name, with the same Marx Brothers, further cemented the town’s reputation.

After the Bright Plan fell apart (younger) Miami annexed (older) Coconut Grove, including all of West Grove, or Coloredtown, or Black Grove, or Kebo, the African name given by the original Bahamian residents.

And, that almost didn’t happen either. Some White folk — among them some of those same Movers and Shakers that didn’t get rewarded financially when the Bright Plan died — lobbied against including West Grove in the boundaries of the new Miami.

It was fairly common in this country, as towns expanded and new areas
annexed, to exclude any of the small Black enclaves that had developed here and
there. The mere presence of Black folk could depress property values (and still does, for that matter). Whenever possible annexation occurred around these small Black enclaves until they were eventually swallowed up by the city.

That’s because — no matter where you go and no matter the era — the Movers and Shakers are, essentially, the monied and propertied of a given area. What Movers and Shakers generally want is to acquire more money and property, in order to become bigger Movers and Shakers. The Coconut Grove Movers and Shakers were no different. It was thought not having a Black area would make the new Miami more attractive for development, rewarding those who held property in Coconut Grove.

When Miami decided to annex West Grove along with the rest of Coconut Grove, a smaller group of those Movers and Shakers were already building their own lily White city of Coral Gables, just next door to Coconut Grove. The ugly historical fact is that the creation of Coral Gables was White Flight; a reaction to the Kebo neighbourhood of Bahamians, who could not be dislodged because the land was Black-owned, all due to the hard work of E.W.F.
Stirrup.

A White city could more easily control the movements of Black folk and their presence in Coral Gables was severely restricted. Right into the ’70s (according to anecdotal reports from a 73-year old who has lived in the same house on Charles Avenue his entire life), one needed ‘papers’ to be Black in Coral Gables. This usually amounted to a letter from your employer. However, if you couldn’t produce one, you’d be arrested for vagrancy and everyone in West Grove knew it.

To this day Coral Gables is 98% White. That doesn’t happen by accident.

Which brings us to the Coconut Grove Playhouse. 

In the mid-’20s, while George Merrick was building his lily White Coral Gables and Miami was annexing Black and White Coconut Grove, one item from the Bright Plan finally got built. E.W.F. Stirrup sold a large parcel of land on the northeast corner of Main Highway and Charles Avenue on which a developer could build the Coconut Grove Theater, now the Coconut Grove Playhouse, in the same Mediterranean style dictated in the Bright Plan.

There’s one other thing that links the E.W.F. Stirrup House to the Playhouse and that’s Gino Falsetto. Falsetto is the rapacious developer who arrived in the hot Florida real estate market after walking away from a string of bankrupt restaurants in the Ottawa, Ontario, Canada, area.

It’s an open question whether Falsetto became a Miami Real Estate Mover and Shaker on the backs of the Canadian taxpayers, his vendors, and the employees from his restaurants. All lost money — estimated to be more than $1,000,000 all told — when the Canadian government seized the physical assets of the eateries. Falsetto walked away, allowing the companies to go bankrupt. How much money did Falsetto pocket? The answer to that may never be known. What is known is that bankruptcy appears to be a tactic of Falsetto’s, which has served him well so far, as you will see.

Seemingly from Falsetto’s first arrival in the over-heated Miami real estate market, his various companies have been tangled up in one lawsuit after another. However, for unexplained reasons, he seems to keep falling up. Eventually he (Aries Development) acquired property at Main Highway and Franklin Avenue, large enough to propose building the Grove Gardens Residence Condominiums. During the permitting process there were three major objections from neighbourhood groups, all of which Aries promised to satisfy:

► The rich White folk on the east side of Main Highway — in Camp Biscayne, one of the oldest gated communities in south Florida — didn’t want to lose their spectacular sunsets for which they paid several million dollars for. They wanted the height of the condo building scalled back. Done. The multi-use condo complex was limited to 5 stories and stepped back as it rose, so it didn’t present a huge facade to Main Highway;

► The White drinkers at the venerable Taurus Bar were upset that they might lose their drinking hole, one of the only bars in Coconut Grove with free parking. TO BE FAIR: The Taurus dates back to AT LEAST 1906, when it was a tea room. Regardless, the developer heard the protests. Done! The Taurus is still there (although a possibly non-conforming awning was being built when this reporter visited on December 17th);

The lay of the land:

Gino Falsetto has sewn up a number of properties along Main Highway and Charles
Avenue. Now, to release his claim to the Coconut Grove Playhouse, he is being
given ownership of the Bicycle Shop, with valuable frontage on Main Highway

► The Black residents of West Grove were concerned that the development would threaten the 120-year old E.W.F. Stirrup House.

In order to obtain its building permit Aries made certain promises and representations to preserve and restore the E.W.F. Stirrup House, either as a community museum and resource center, or a Bed and Breakfast. Anecdotal memories differ and, sadly, no one seems to be able to produce the actual meeting minutes in which the condo project was approved.

No matter what the promise MAY have been, it has been broken. Since getting his grubby little hands on it almost 9 years ago, Gino Falsetto has neglected the Stirrup House, except for some [allegedly] illegal interior demolition and destruction. This precious community resource, believed to be the 2nd oldest house in Miami, has been allowed to undergo Demolition by Neglect. Aries Development has proven to be a terrible steward of this historic 120-year old house, like no other in the neighbourhood.

IT GETS WORSE: In the same deal in which Falsetto acquired the lease on the Stirrup House, he also scooped up two double-size lots on the north side of Charles, across from the Stirrup House. However, there appears to be some subsequent irregularity — some say illegality — with those two properties.

Falsetto traded two units within the Grove Gardens Residence Condominiums — the monstrosity he built behind the Stirrup House — for outright ownership of the two lots assessed at $87,615 and the 50-year lease on the Stirrup House. Heinz Dinter tells the next part of the story:

Gino Falsetto finds himself a real estate appraiser who dares to value the two lots heavy with weed and grass at $1,000,000. With the appraisal in hand Falsetto finds a daring banker who loans Gino Falsetto $700,000 — all so legal in accordance to the 70% loan to equity ratio. What a coup!

That’s not the end of the dramatic plot. Gino Falsetto defaults on the loan, the bank forecloses with a $720,546.28 judgment in hand and none other than Pierre Heafey’s Heagrand Inc buys the land in the foreclosure sale for $200,100. [Editors note: Pierre Heafey and Gino Falsetto are partners in other companies.]

The curtain rises on the last act. Falsetto forms a new company, 3227 Charles LLC, and that new company buys the two lots from Heafey for $215,800.

The bottom line must be called a stunning performance: Gino Falsetto gives up two condominiums worth $419,050 and in return is the sole owner of two vacant lots assessed at $87,615, but possibly worth many times more depending on the neighborhood’s future, and some half a million dollars in cold cash in his pockets compliments of the American taxpayer (the bank loan was insured by FANNIE MAE).

The Bicycle Shop is the latest, and possibly last, piece in the Coconut Grove
Playhouse puzzle. In the latest deal — struck in the backrooms between the big
boys — Gino Falsetto’s Aries Development gets ownership of this property (and
a nominal $15,000) to relinquish all claims to the Coconut Grove Playhouse.

Got that? Foreclosure auctions are supposed to be at arm’s length. How is it that a company owned by Gino Falsetto managed to get its hands back on the same property after a company owned by Gino Falsetto defaulted on the original loan?

I’m not a lawyer, but that can’t be legal.

During the same period that Falsetto was scooping up valuable and culturally important Coconut Grove real estate through dubious means, he (through Aries) also loaned the defunct board of the defunct Coconut Grove Playhouse some defunct money. Holding a financial lien on the Playhouse, Aries has scuttled deal after deal for those who were trying to renovate and reopen the Playhouse. That is, until recently.

Which brings us full circle: When the news leaked that there may FINALLY be a deal to renovate the Playhouse, people were stunnded to discover it involved giving the Bicycle Shop to Aries Development. This small building at the northeast end of the Playhouse parking lot — which really was a bicycle shop a long time ago — and the nominal amount of $15,000 will be given to Aries Development to satisfy all claim on the Playhouse.

Currently the alley immediately to the north of of the Bicycle Shop [at right above] is the end of the demilitarized zone in Coconut Grove. Casual pedestrians tend not to walk any further south, unless they are walking on the OTHER side of Main Highway. The newly opened restaurant Acropolis, on the other side of that alley, is as far south as people tend to walk. Those who arrive at the restaurants on the ground floor of the Grove Gardens Residence Condominiums — just a block south — tend to arrive by car.

The Bicycle Shop is piece of Main Highway frontage that will be a goldmine once the Playhouse reopens. It will have a Playhouse on one side, restaurants on the other, with The Barnacle Historic State Park and some of the most expensive houses in all of Florida in heavily gated communities right across the street.

It’s an insult to the memory of E.W.F. Stirrup that Gino Falsetto and Aries Development will be rewarded for their avariciousness and Demolition by Neglect of the E.W.F Stirrup House. 

Before Miami-Dade gives away a piece of property worth potentially millions of dollars over the long run, why doesn’t the county see to it that Aries fulfill the promises it has already made to the people of Coconut Grove and taxpayers of Miami?

History Is Complicated ► Save The E.W.F. Stirrup Playhouse!

History is complicated, real estate history even more so. At one time all the land at the east end of Charles Avenue in Coconut Grove was owned by E.W.F. Stirrup, one of Florida’s first Black millionaires. In fact, Mr. Stirrup once owned most of Coconut Grove, the irony being 33133 is now considered one of ‘Merka’s most exclusive area codes. To honour history I propose the Coconut Grove Playhouse name be changed to the E.W.F. Stirrup Theater.

Follow along: Back in the day, when a man of Mr. Stirrup’s complexion could not get into most movie theaters in the country, E.W.F. Stirrup owned the land on which the Coconut Grove Playhouse now sits. In order to bring culture to Coconut Grove, Mr. Stirrup sold the land on which the Coconut Grove Theater was built in 1927. While the movie theater was practically on his doorstep, that didn’t guarantee that Mr. Stirrup could enter the theater during Jim Crow days. How close was it? Watch:

Mr. Stirrup may have been the exception that proves the rule.

It’s quite possible that a man of Mr. Stirrup’s means could have crossed The Color Line easily. It’s within the realm of possibility that he could have walked the 250 feet, from his front door to the Coconut Grove Theater’s box office, and buy a ticket at a time when other Black folks couldn’t. That would have put Mr. Stirrup in the same category as Dana A. Dorsey, who was Miami’s first Black millionaire. Mr. Dorsey was allowed to cross The Color Line as the only Black man allowed to ride on the elevators at Burdines department store. This during the same period when other Black folk couldn’t even try on the clothes in the store to see if they fit. History is complicated.

Like Stirrup, Dana Dorsey made his fortune with real estate. At one time Dorsey was one of Colored Town’s [Overtown‘s original name] largest landholders. When the William Burdine ran into money troubles, he turned to Dana Dorsey for a loan, which allowed the store to survive an economic downturn. From that day on Dorsey was the only Black person who could ride the elevators at Burdines of Flagler Street, until the store was fully integrated after his death. The exception that proved the rule. History is complicated.

SLIGHT TANGENT: How Overtown Got Its Name:

 

Henry Flagler’s railroad created south Florida

Overtown was one of two Colored Towns in Miami. The older, and smaller Colored Town was a part of Coconut Grove, which predates Miami. Kebo, the name the Bahamians gave their West Grove neighbourhood, eventually became hemmed in by White neighbourhoods. Black folk looking for housing had to look elsewhere, and many settled in the newer Colored Town to the north. This area was designated by Henry Morrison Flagler. As he did through every town he rammed his railroad, Flagler designated the northwest sector to be a Black neighbourhood. This was not as progressive as it sounds. These Black enclaves had a never-ending supply of workers who did the actual backbreaking labour of building a railroad through a swamp. History is complicated.

This later Colored Town became the business and entertainment district for the growing Black community that the railroad brought. Later it provided the hotels where people like Ella Fitzgerald, Louis Armstrong, Duke Ellington could find a hotel room after playing for the rich White folk, because they were not allowed to stay in the hotels in Miami and Miami Beach. History is complicated.

Between Coconut Grove in the south and Colored Town in the north is where the fledgling town of Miami grew up. When the folks in Coconut Grove talked about going to the Black entertainment district, they said, “Let’s go Over Town” and the name stuck. The city trying to designate the area Washington Heights,
despite it being on the same sea level as the rest of Miami. Eventually everyone gave in and it became known officially on maps as Overtown. History is complicated.

TANGENT OVER

One other thing links the E.W.F. Stirrup House with the Coconut Grove Playhouse and that’s the rapacious developer I have profiled here repeatedly, Gino Falsetto. Through a property swap, and later what appears to be a shady real estate deal, Falsetto’s Aries Development Group has got its corporate grubby mitts on a 50-year lease on the E.W.F. Stirrup House, although the house must remain in the family in perpetuity.

In an odd coincidence [and everything traced to Falsetto is
filled with odd coincidences] Aries Group also has his fingers in the Coconut Grove Playhouse pie, and has
scuttled more than one previous deal to renovate the Playhouse. Whatever backroom deal the town big wigs have already decided upon, Gino Falsetto is still an impediment to any Playhouse restoration plan unless he signs on.

Ever since Falsetto got his hands on the property he’s done virtually nothing with the E.W.F. Stirrup House, except to allow it to undergo Demolition by Neglect. Last week I posted a video I was able to take of allegedly illegal work the inside of the Stirrup House because the property was left open and the house was left unlocked. There was no building permit, either prominently posted outside as the law demands, or hidden inside the house.

I had been assured that a building permit had since been obtained, but a week later it was not posted on the property. I am starting to wonder if they truly have a building permit. I’m starting to wonder whether they truly have a brain. When I returned on the 27th, the front door on the right was left unlocked again, which you can see in this video:

It’s almost like Gino Falsetto is hoping some accident will befall the house, before he actually has to spend the money to restore it LIKE HE PROMISED 8 YEARS AGO!!! During that time Falsetto managed to find the money and energy to build the monstrosity behind the Stirrup House, the multimillion dollar, mixed use development, with fancy restaurants and valet parking, known officially as the Grove Gardens Residence Condominiums. Yet, Falsetto has only recently spent the $10 bucks to buy some plywood to board up the upper windows, which had been open to the elements for the last 8 years. Oh, wait. Never mind. That looks like a piece of scrap. There’s no better proof that Gino Falsetto has been a bad steward of an historic community asset. What’s worse, as I keep pointing out, every infraction committed by Falsetto’s workmen is cited against the actual owners of the property, Stirrup Properties, LLC.

One again watch another video which shows how proximate the Coconut Grove Playhouse is to the E.W.F. Stirrup House and recall how both these structures are linked through both Mr. Stirrup and Gino Falsetto:

 

That’s why I now propose to rename the Playhouse the E.W.F. Stirrup Theater.
